The Second Tibetan General Meeting in Dharamsala

Representative of Tibetans from various parts of the world have gathered for the second Tibetan General meeting in Dharamsala, among the representative the President of Tibetan Community In Italy, Ms. Kalsang Dolker is also present for the meeting.

Dharamsala, May 21 – 418 Tibetans from various parts of the world gathered today at the TCV school auditorium here for the second Tibetan General Body Meeting which had been called by the Tibetan Parliament in exile after the Tibetan leader Dalai Lama announced his decision on March 10 this year to devolve his “political authority” to an elected leadership.

 



The meeting is expected to discuss, among other things, an inclusion of a newPreamble and Article 1 into the Tibetan Charter and 39 other articles drafted by the Charter Amendment Drafting Committee headed by the incumbent Tibetan Prime Minister Samdhong Rinpoche. The committee has also amended 39 related articles from the Tibetan Charter including Article 19 related to the executive powers of the Dalai Lama. The high-level special committee was constituted during the last session of the Tibetan Parliament with the task to find ways to amend the Tibetan constitution to facilitate the smooth transition of Dalai Lama's political power to an elected leadership.



A final draft Preamble and the First Article Amendments to the Charter will be presented to His Holiness the Dalai Lama on Tuesday. 

The meeting that originally was to be held from 21 May to 23 May has now been extended by a day on the recommendation of His Holiness the Dalai Lama. The participants to the meeting have been grouped into 10 different committees which will present their respective committee’s recommendations. 

The participants included Tibetan PM elect Lobsang Sangay, several former ministers, former MPs, incumbent MPs, MPs elect, government officials and representatives of various autonomous bodies of the Tibetan government, members of various NGOs and representatives from various Tibetan communities around the world. 

“As early as the 1960s, I have repeatedly stressed that Tibetans need a leader, elected freely by the Tibetan people, to whom I can devolve power. Now, we have clearly reached the time to put this into effect,” the Tibetan leader had said in March in his statement on the 52nd anniversary of the 1959 Tibetan National Uprising.

“Now, a decision on this important matter should be delayed no longer. All the necessary amendments to the Charter and other related regulations should be made during this session so that I am completely relieved of formal authority,” the Dalai Lama said in the message, which was sent to the Tibetan Parliament-in-Exile during the 10-day budget session in March.

“As a result, some of my political promulgations such as the Draft Constitution for a Future Tibet (1963) and Guidelines for Future Tibet's Polity (1992) will become ineffective. The title of the present institution of the Ganden Phodrang headed by the Dalai Lama should also be changed accordingly,” the Dalai Lama said in the message to the legislators.
